I found this tour valuable. It identifies the key sites around both the old and modern Baku, and of course, the local knows best about where the best views are in the city. ;) Don't miss it! The meeting point is at the Double City Gates, the company Avol has a designated spot right opposite the gates there. They also have a range of other tours available for your choosing. Highly recommended.
